Independent System Operators (ISO) and Regional Transmission Organizations (RTO) satisfy FERC’s requirement of providing non-discriminatory access to transmission under Order Nos. 888/889, and to administer the transmission grid on a regional basis throughout North America (including Cana) under Order No. 2000.
